Carroll was elected to the Plymouth City Council in 2014 and served eight years, including as deputy mayor in 2019, after serving on the Plymouth Planning Commission, as chair of the Parks and Recreation Commission and as a commissioner of the Shingle Creek Watershed Management Commission, per the campaign site.
