About this measure

How it reached the ballot

Ohio allows direct initiated constitutional amendments (10 percent of the last gubernatorial vote, 413,487 signatures for 2026), indirect initiated statutes (two 3 percent rounds, with the Legislature given four months to act between them), and veto referendums (6 percent), with signatures required from at least 44 of 88 counties. The Legislature refers amendments with a three-fifths vote of each chamber. All measures pass by simple majority; voters rejected a 60 percent threshold in 2023.
