How it reached the ballot

Arizona citizens can initiate constitutional amendments (15 percent of the last gubernatorial vote, 383,923 signatures for 2026), statutes (10 percent, 255,949), and veto referendums (5 percent), all placed directly on the ballot, with 2026 signatures due July 2. The Legislature refers measures by simple majority. Most measures pass with a simple majority, but under Proposition 132, approved in 2022, any measure that creates or raises a tax needs 60 percent.
