Biography
Mark Proctor is the incumbent chairman of the Hillsborough Soil and Water Conservation District (HSWCD) Board, representing District 5, first elected in 2014. A Florida native, he has a lifelong concern for natural resources. Proctor also served six years on the Hillsborough Area Regional Transit (HART) Board, focusing on financial sustainability and community mobility needs.
