Biography
David Kelly, a Republican, served in the West Virginia House of Delegates, representing District 6 from 2018-2022 and District 8 from 2022-2025. Born in Parkersburg, West Virginia, Kelly earned a Ph.D. in divinity and has a background as a pastor and in law enforcement, including two terms as a sheriff and as a Tyler County Commissioner. He also served as Assistant Majority Whip in the House of Delegates.
